CNN —The United States on Thursday blocked a United Nations Security Council resolution that would have recognised a Palestinian state. Twelve members of the Security Council had voted in favor of the resolution, the United States vetoed it, and two countries abstained. “The most expeditious path towards statehood for the Palestinian people is through direct negotiations between Israel and the Palestinian Authority with the support of the United States and other partners who share this goal,” Patel said. Palestinian attempts for recognition as a full member state began in 2011. It will be a Palestine-Nazi state, an entity that achieved statehood despite being committed to terror and Israel’s annihilation,” Erdan added.

Members of a United Nations commission said on Tuesday that Israel was obstructing their efforts to investigate possible human rights violations on Oct. 7 and in the ensuing war between Israel and Hamas. But they said the commission had still shared large amounts of evidence with the International Criminal Court. “We have faced not merely a lack of cooperation but active obstruction of our efforts to receive evidence from Israeli witnesses and victims” related to the Oct. 7 attack, Chris Sidoti, one of three members of the commission, told a briefing for diplomats in Geneva. The commission was formed in 2021 to investigate human rights violations in Israel and the Palestinian territories. Israel has accused the commission of bias, and has said it would not cooperate with what it described as “an anti-Israeli, antisemitic body.”It has not allowed the commission to visit Israel and the Palestinian territories, and in January it instructed Israeli medical personnel who treated released hostages and victims of the Oct. 7 attack not to cooperate with the panel, which is led by Navi Pillay, the former United Nations human rights chief.

CNN —Walid Daqqa, one of the longest-serving Palestinian prisoners in Israel, died of cancer on Sunday at the age of 63 after almost four decades of incarceration. At the time of his death, he was the longest imprisoned Palestinian in Israel, with the second longest sentence served overall, according to the Palestinian Prisoners Society. Born in the Israeli town of Baqa al-Gharbiyye in the northern “triangle” region, Daqqa was a Palestinian citizen of Israel. Daqqa was not convicted of carrying out the murder but of commanding the group, which he denied, Amnesty said. After his death, a tent set up for mourners to gather on Monday in Baqa al-Gharbiyye was stormed by Israeli police, according to a statement from the Palestinian Prisoners Society and CNN video.

United Nations CNN —The Palestinian Authority is again requesting membership in the United Nations, according to a post on X from the Palestinian permanent observer mission to the UN on Tuesday. In September 2011, the Palestinian Authority failed to win UN recognition as an independent member state. Since then, Hamas has ruled Gaza and the Palestinian Authority governs parts of the Israeli-occupied West Bank. The US favors a reformed Palestinian Authority leading both the West Bank and Gaza as part of an eventual independent state. But Israel has rejected the prospect of the Palestinian Authority returning to Gaza after the ongoing war, and has dismissed the idea of establishing a Palestinian state in the territories.

CNN —There are “reasonable grounds” to believe Israel is “committing the crime of genocide against the Palestinians as a group in Gaza,” the United Nations’ Special Rapporteur on human rights in the Palestinian territories has said. Francesca Albanese made the remarks Wednesday following the submission of her latest report called “Anatomy of a Genocide” to the UN Human Rights Council in Geneva on Monday. Speaking at a press conference, Albanese said: “Israel has committed three acts of genocide with a requisite intent: killing members of the group, causing serious bodily or mental harm to members of the group, and deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part.”Israel said it “utterly rejects” the report, which it said “brings shame” on the Human Rights Council. It is “no surprise, that the premise of this report is that the creation of the Jewish State in 1948 was an act of ‘settler colonialism,’ and genocide is an ‘inherent part’ of that act,” the Permanent Mission of Israel to the United Nations in Geneva said in a statement on X on Monday. Israel’s diplomatic mission in Geneva in its response also said, “the very attempt to level the charge of genocide against Israel is an outrageous distortion of the Genocide Convention.”“Israel’s war is against Hamas, not against Palestinian civilians,” it added.

Hong Kong CNN —Chinese diplomat Wang Kejian met Hamas political leader Ismail Haniyeh in Qatar, China’s Foreign Ministry said Tuesday, the first meeting between a Chinese and Hamas official publicly acknowledged by Beijing since the outbreak of the war in Gaza. Wang and Haniyeh “exchanged views on the Gaza conflict and other issues” during their meeting Sunday, according to a brief readout from China’s Foreign Ministry Tuesday. Wang’s visit comes as Beijing aims to step up its profile as a peace broker and has become increasingly vocal in its opposition to the Gaza war. Fighting began on October 7 when Hamas carried out a deadly attack on Israel, killing more than 1,200 people and taking some 250 hostages, according to Israel. During his visit to the West Bank, Wang met with the Palestinian Authority’s foreign minister Riyad al-Maliki, where the Chinese envoy said Beijing is “deeply concerned” about the conflict in Gaza.

A heavy Israeli police contingent checked worshipers on Friday entering the Aqsa Mosque compound in Jerusalem, where the threat of unrest loomed over the conclusion of Ramadan, the holiest month for Muslims and one that has taken on added significance during the war in Gaza. Al Aqsa is one of the holiest sites for Muslims and part of a compound that is sacred to Jews, who call it the Temple Mount. The rules have tightened further since Oct. 7, and most Palestinians may not be able to answer Hamas’s call to flock to Al Aqsa even if they want to. Israel’s agency overseeing policy for the Palestinian territories said on Monday that only men over age 55, women over 50 and children under 10 would be allowed to enter Israel from the West Bank to pray at Al Aqsa on Fridays during Ramadan. The group has issued similar statements during its war with Israel.

Mr. Abbas could change his mind, and a decision to appoint Mr. Mustafa will only be final if Mr. Abbas signs a decree. Officials saw the crescent moon Sunday night in Saudi Arabia, home to the holiest sites in Islam, marking the start of the holy fasting month of Ramadan for many of the world's 1.8 billion Muslims. Saudi state television reported that authorities there saw the crescent moon. However, there are some Asia-Pacific countries like Australia, Brunei, Indonesia, Malaysia and Singapore, that will begin Ramadan on Tuesday after failing to see the crescent moon. In Saudi Arabia, the kingdom had been urging the public to watch the skies from Sunday night in preparation for the sighting of the crescent moon. The Palestinian territories will begin Ramadan on Monday as well.

Israeli settlements expand by record amount, UN rights chief says

Israeli settlements in the occupied Palestinian territories have expanded by a record amount and risk eliminating any practical possibly of a Palestinian state, the U.N. human rights chief said on Friday. The United Nations High Commissioner for Human Rights Volker Turk said that the growth of Israeli settlements amounted to the transfer by Israel of its own population, which he reiterated was a war crime. The U.S. Biden administration said last month the settlements were "inconsistent" with international law after Israel announced new housing plans in the occupied West Bank. "Human rights are universal, yet Israeli victims of Palestinian terrorism are ignored by the Office (of the High Commissioner) time and time again," it said in a statement.

The United Nations’ top court on Monday was hearing a final day of arguments on the legality of Israel’s decades-long occupation of Palestinian territories, hearings that have added pressure to Israel at a time when attention focuses on the war in Gaza. The hearings, which began last Monday, are the first time that the court, the International Court of Justice, has been asked to give an advisory opinion on the issue, which has been the subject of years of debates and resolutions at the United Nations. The court is likely to take months before issuing an opinion. The representatives, including a team of prominent lawyers, said that Israel has abused Palestinian rights with impunity. The Palestinian Authority’s foreign minister, Riyad al-Maliki, said that Israel had subjected Palestinians to decades of discrimination, leaving them with the choice of “displacement, subjugation or death.”

Hamas’s Oct. 7 attack on Israel had many unpredictable consequences, but the elevation of the International Court of Justice to global public attention is a particularly unexpected one. In December, South Africa brought a case against Israel alleging violations of the Genocide Convention, and last week the court held hearings on a separate matter regarding Israel’s occupation of Palestinian territories. And although the court’s enforcement powers are limited, its public hearings, at a time of intense interest in the conflict, give it considerable power to shape, and reflect, global opinion. The court’s conspicuous role is partly a coincidence of timing: The U.N. General Assembly requested that the court in The Hague issue a nonbinding advisory opinion on the legality of Israel’s occupation back in January 2023. It’s unlikely we’d be discussing those hearings in detail if war had not broken out in the meantime, and if South Africa had not filed its genocide case in the same court.

Secretary of State Antony J. Blinken said on Friday that the American government now considers new Israeli settlements in Palestinian territories to be “inconsistent with international law,” reversing a policy set under the Trump administration and returning to a decades-long U.S. position. Mr. Blinken spoke at a news conference in Buenos Aires, after Israel’s finance minister, Bezalel Smotrich, made an announcement on Thursday indicating thousands of new residences would be added to settlements. “It’s been longstanding U.S. policy under Republican and Democratic administrations alike that new settlements are counterproductive to reaching enduring peace,” he said. And in our judgment, this only weakens — it doesn’t strengthen — Israel’s security.”Mr. Blinken was in Argentina for meetings with the recently elected president, Javier Milei, and the foreign minister, Diana Mondino. State Department officials declined to say what actions, if any, the United States might take to hold Israeli settlers or the government legally accountable for the building of new settlements.

It will not be legally binding on Israel, and the country has ignored such opinions from the court before. The United Nations General Assembly first asked the top U.N. court to consider Israel’s activities in Palestinian territories more than two decades ago. In 2004, the court concluded that a wall that Israel was building around the territories violated international law.
